Project included a deep water port and fueling facility, groundwater withdrawal and water treatment plant and required beach nourishment, coral relocation, and measures to minimize salt water intrusion of local groundwater aquifer.

Responsible for due diligence, strategy and costing and contracting soil stabilization and solidification remedy. The project was the first of it's kind in the US and featured in the April 29, 1998 Wall Street Journal as a radically innovative solution to complex regulatory, technical and legal problems.

Worked with PRP Group, the City of Detroit and MDEQ to develop a cost effective remedy that maximized beneficial re-use of demolition debris and contaminated media. Principal author of Remedial Action Plan and ACT 381 Brownfields Plan and obtained City of Dettroit and MDEQ approval of both in record time and secured $270MM in Brownfields funding.
